AWWU General Manager, David A. Persinger, P.E.

David Persinger has worked in the water and wastewater field in Alaska since 2006. He joined the Utility in 2006 as an intern in the Engineering Division, where he worked several different roles until becoming the Treatment Division Director in 2013. In March 2019, David was appointed the Operations & Maintenance Division Director. David was appointed Assistant General Manager in July 2023. In February 2025 David was appointed General Manager.

Utility Division Directors

Administrative Services Director, Alyssa Farrar

Alyssa Farrar has over 20 years of experience in municipal administration, initially joining the Utility in 1999.  She was a member of AWWU’s General Manager’s Office for almost 15 years, and served in the City of Wasilla Mayor’s Office for over four years.  Alyssa was appointed Director of AWWU's Administrative Services Division in 2018.  The Administrative Services Division provides advanced managerial support, and administers the Utility's programs in safety and security, training and development, public outreach, and emergency preparedness.

Customer Service Director, Jayne M. Fritts

Jayne Fritts has worked in the Utility industry for over 25 years. She joined AWWU in the year 2000 working as a projects administrator for Customer Service. She was selected as the Customer Service Division Director in 2012. The Customer Service Division is responsible for the accurate billing, collection, and meter reading for both water and wastewater customer accounts. Additionally, the Division manages the backflow, permitting, construction inspection, Utility locates and first emergency dispatch for Anchorage, Eagle River, Girdwood and northern communities.

Engineering Director, Noah Jones

Noah Jones is a civil engineer with experience in public-sector infrastructure and technical leadership. Most recently, he was employed with the U.S. Army Corps of Engineers, Rock Island District, where he worked as a Civil Engineering Subject Matter Expert. In that role, he led engineering teams on a range of infrastructure efforts from levee repairs to lock & dam rehabilitations, collaborating across disciplines and supporting mission-driven projects. Noah holds Bachelor of Science - Civil Engineering and Master of Public Administration degrees. He is a licensed Professional Engineer in Iowa (working on Alaska) and completed his MPA capstone on innovation and workforce development within public agencies. His professional focus includes public infrastructure, engineering leadership, and improving organizational processes within technical teams.

 


Finance Director, Casie West

Casie West has over 34 years of experience in banking, business management, program management and utility financial management.  She has served as the Assistant Finance Director since 2008 and was appointed the Finance Director in November 2025.  The Finance Division is responsible for all financial aspects of two economically regulated utilities, including long range financial planning, budgeting, capital financing, accounting, financial reporting, financial statements, tariff filings, compliance with tariff provisions and execution of rate related studies.

  

Information Technology Director, Erik Schmitz

Erik Schmitz has over 20 years of experience as an information technology professional in the water, wastewater, and electric utility industries. He joined AWWU in 2007 and has held several different roles in his tenure at the Utility, including Systems Analyst, SAP Interface Lead, Application Services Manager, and Technical Services Manager. Mr. Schmitz was appointed as the Director of AWWU's Information Technology Division in 2023. AWWU's IT Division is responsible for enterprise applications, cybersecurity, servers, and network infrastructure that are essential to AWWU's day to day operations.

Operations & Maintenance Director, Brian Baus, P.E.  

Brian Baus has served as Director of Operations & Maintenance since September 2023, bringing over 20 years of engineering and management experience in the water and wastewater industry. Since joining AWWU in 2002, he has led capital projects, private development coordination, and multi-agency infrastructure efforts in roles including Planning and Development Services Manager and Capital Programs Manager. Brian holds a B.S. in Mechanical Engineering from the University of Alaska Fairbanks and is a registered Professional Civil Engineer in Alaska.

Treatment Division Director, Jeff Axmann

Jeff Axmann has worked in the water and wastewater field for 35 years. He joined the Utility in 2011. Jeff served as the Superintendent for the Asplund Water Pollution Control Facility for 10 years. In August 2022, Jeff was appointed the Treatment Division Director. The Treatment Division is responsible for the day-to-day operation of five treatment facilities and water distribution system and for maintaining compliance with all state and federal regulations.
