Landlord Tenant Agreement

AWWU provides a Landlord-Tenant Agreement to assist Landlords between renters and when renters fail to pay their Utility bill. The Landlord of a rental property may execute a written agreement with AWWU that provides for continuous service with the Landlord responsible for payment for service when:

(1) service to a tenant has been terminated and no new tenant has applied for service; and
(2) the Tenant refuses to satisfy a delinquency after proper notification.

The billing and service will be automatically continued under the Landlord's name from the time of the disconnect by one tenant until another tenant applies for service. A customer charge will be billed to the Landlord during the normal billing cycle. The Utility may terminate the agreement and discontinue service if charges for which the Landlord is responsible under the agreement become delinquent. When the Landlord of the property changes, it is the responsibility of the Landlord to notify AWWU to terminate the agreement.

Your Water Service

Anchorage Water and Wastewater Utility is responsible for service connections within the streets and public easements. The customer is responsible for the service lines from the property line to the house, and for all plumbing inside the house. All customers should be aware of the location of their outside water shutoff valve (keybox), the thaw-wire, normally located at the keybox, and their inside shut-off valve. The keybox and thaw-wire should be exposed and their locations marked for year-round access. The keybox is used by the Utility to turn water on and off to the house. The thaw-wire is used to help thaw a frozen service line.

The single most important thing to know about your water service is the location of the inside shut-off valve.

The shut-off valve is your best protection against costly water damage. Make sure everyone in your house knows where it is. Check it at least twice a year to make sure it is working properly.

If you discover a leak and are unsure whether it is your responsibility or AWWU's, call our Customer Service office at 564-2700. One of our field service personnel will help determine responsibility. AWWU will locate a customer's keybox, as well as adjust the height of the keybox, one time without charge.


Your Wastewater Service

Anchorage Water and Wastewater Utility is responsible for sewer mains within the streets and public easements. The customer is responsible for the lines from the property line to the house, and any obstructions in the line between the house and AWWU's main. Most houses have a sewer clean-out located close to the foundation for line cleaning. It should have a secure lid or plug to prevent foreign objects from entering the system. AWWU will locate a customer's clean-out valve one time without charge.


Billings and Rates

Water and sewer payments are due monthly. The due date for payment is 25 calendar days from the billing date shown on your statement.

If you do not receive a monthly bill, contact AWWU's Customer Service Division. Failure to receive a bill does not relieve you of the obligation to pay. Also, it does not prevent service from being discontinued for non-payment.

Water Rates

The monthly Residential Single Family charge is $37.02*. This non-metered rate applies to all single family dwellings. A fixed rate is also available per unit for duplexes and triplexes.

Residential Multi-Family dwellings and Commercial customers are billed a metered rate of $3.73 per 1000 gallons of water, in addition to a customer charge of $9.65 and a meter charge*.

*Included in your monthly bill is a mandatory 1.429% Regulatory Cost Charge. This equals 52¢ on a residential single family water bill. This surcharge is applied to all regulated customer billings and pays the Utility's portion of the budget for the Regulatory Commission of Alaska.

Wastewater Rates

The monthly Residential Single Family charge is $27.18**. This non-metered rate applies to all single family dwellings. A fixed rate is also available per unit for duplexes and triplexes.

Metered Residential Multi-Family dwellings are billed, based on water consumption, a usage rate of $3.39 per 1000 gallons of water, in addition to a customer charge of $5.12**.

Metered Commercial customers are billed, based on water consumption, a usage rate, from $2.98 up to $4.62 per 1000 gallons of water, depending on the concentration or strength of the wastewater, as well as a customer charge of $5.12**.

**Included in your monthly bill is a mandatory 1.429% Regulatory Cost Charge. This equals 38¢ on a residential single family wastewater bill. This surcharge is applied to all regulated customer billings and pays the Utility's portion of the budget for the Regulatory Commission of Alaska.

Deposits

A Meter deposit is required on all seasonal/hydrant and tanker meters to cover loss and damage. Deposits of two times the estimated average monthly bill may be required at the time of application, or later, for those whose payment record is not satisfactory. Deposits are refunded when service is discontinued or when a satisfactory payment record has been established. Interest is paid on water and sewer deposits for balances greater than $100.00.


Call Before You Dig

Underground lines, both on and off your property, can be easily damaged by digging equipment. To ensure community safety, all area utilities provide a free line locate service, during normal working hours, Monday through Friday. Call the Utility Locate Center, 278-3121, at least two business days before digging.


Septic Haulers

There are two designated dumpsites for septic haulers to use in the Anchorage area. The dump sites are located in south Anchorage at King St. and 94th Court and in east Anchorage on Turpin St. Access to the dump sites require a security card which can be obtained at the Customer Service counter at 3000 Arctic Blvd. (564-2700 or toll free 866-650-2700). You may also apply for a security card by completing an application online.

Septic Haulers pay a flat fee per 1,000 gallon tank capacity per month of $296.52 and $4.96 per 1,000 gallons based on truck capacity and number of trips per month.
